Council Dismissal Process

Establish the process by which a member of the Renasca Council may be dismissed when grounds for dismissal are alleged.

passed

Full proposal

I propose that dismissal of a Council member be conducted through the following process. ## Initiation Any Council member may introduce a motion to dismiss another Council member. The motion must identify the established ground or grounds for dismissal being alleged and provide a written explanation of the conduct or circumstances supporting the allegation. A dismissal may not proceed on grounds that have not already been established by Renasca policy. ## Notice The Council member subject to dismissal must be informed of the motion and provided with the allegations and supporting information available to the Council. The member must be given a reasonable opportunity to review the allegations and respond before a final vote is held. ## Consideration The Council shall consider the allegations, the response of the member subject to dismissal, and any relevant information reasonably available. Council members may request additional information, seek clarification, or hear from relevant individuals where necessary to reach an informed decision. The purpose of this consideration is to determine whether an established ground for dismissal has been sufficiently demonstrated. ## Participation of the Subject Member The Council member subject to dismissal retains the right to participate in discussion, provide information, respond to allegations, and correct or challenge information presented during consideration of the motion. They may not vote on their own dismissal. Their seat shall not be counted when determining the number of eligible voters for the dismissal vote. ## Voting Dismissal requires the affirmative vote of at least two-thirds of eligible Council members. Abstentions shall not count as affirmative votes. If the required threshold is not reached, the dismissal motion fails and the Council member retains their seat. ## Decision Council members voting on dismissal should determine whether the alleged conduct satisfies one or more grounds for dismissal established by Renasca policy. A dismissal vote should be based on the grounds and information presented through the dismissal process rather than unrelated disagreements or conduct that does not independently constitute grounds for dismissal. ## Record The final result of a dismissal proceeding shall become part of the Council record. The record should identify the grounds considered, the final vote, and whether the motion passed or failed. Information that is confidential, private, or otherwise restricted does not need to be included in the public record. ## Effect of Dismissal If the required threshold is reached, the dismissal takes effect upon conclusion of the vote unless the motion specifies a later effective time. The dismissed member immediately loses the authority and access associated specifically with their Council position. Dismissal from the Council does not, by itself, constitute removal from Renasca, a participating clan, another Renasca position, or the wider community unless separately authorized under applicable policy. ## Reintroduction A failed dismissal motion may not be repeatedly reintroduced on substantially the same allegations without new information or a material change in circumstances. This does not prevent a future dismissal proceeding concerning separate conduct or newly discovered information.

Requested action

Adopt the included process as the required procedure for dismissal of a member of the Renasca Council.

Rationale

Establishing grounds for dismissal is only meaningful if there is also a fair and predictable process for determining whether those grounds have been met. This process ensures that a Council member cannot be removed without knowing the allegations against them and having an opportunity to respond, while still allowing the Council to act when continued membership is no longer appropriate. Requiring a two-thirds majority reflects the seriousness of removing a Council member and helps ensure dismissal represents a broad decision of the Council rather than an ordinary political disagreement.

This establishes a fair and consistent process for dismissal, ensuring that allegations are properly considered and that the Council member has an opportunity to respond before any decision is made. The higher voting threshold ensures that removal requires broad agreement from the Council and cannot result from a simple disagreement or narrow majority.

Thorough dismissal process that covers all aspects and ensures all council members understand the allegations before a vote is called.
