      "fullText": "I propose that dismissal of a Council member be conducted through the following process.\n\n## Initiation\n\nAny Council member may introduce a motion to dismiss another Council member.\n\nThe motion must identify the established ground or grounds for dismissal being alleged and provide a written explanation of the conduct or circumstances supporting the allegation.\n\nA dismissal may not proceed on grounds that have not already been established by Renasca policy.\n\n## Notice\n\nThe Council member subject to dismissal must be informed of the motion and provided with the allegations and supporting information available to the Council.\n\nThe member must be given a reasonable opportunity to review the allegations and respond before a final vote is held.\n\n## Consideration\n\nThe Council shall consider the allegations, the response of the member subject to dismissal, and any relevant information reasonably available.\n\nCouncil members may request additional information, seek clarification, or hear from relevant individuals where necessary to reach an informed decision.\n\nThe purpose of this consideration is to determine whether an established ground for dismissal has been sufficiently demonstrated.\n\n## Participation of the Subject Member\n\nThe Council member subject to dismissal retains the right to participate in discussion, provide information, respond to allegations, and correct or challenge information presented during consideration of the motion.\n\nThey may not vote on their own dismissal.\n\nTheir seat shall not be counted when determining the number of eligible voters for the dismissal vote.\n\n## Voting\n\nDismissal requires the affirmative vote of at least two-thirds of eligible Council members.\n\nAbstentions shall not count as affirmative votes.\n\nIf the required threshold is not reached, the dismissal motion fails and the Council member retains their seat.\n\n## Decision\n\nCouncil members voting on dismissal should determine whether the alleged conduct satisfies one or more grounds for dismissal established by Renasca policy.\n\nA dismissal vote should be based on the grounds and information presented through the dismissal process rather than unrelated disagreements or conduct that does not independently constitute grounds for dismissal.\n\n## Record\n\nThe final result of a dismissal proceeding shall become part of the Council record.\n\nThe record should identify the grounds considered, the final vote, and whether the motion passed or failed.\n\nInformation that is confidential, private, or otherwise restricted does not need to be included in the public record.\n\n## Effect of Dismissal\n\nIf the required threshold is reached, the dismissal takes effect upon conclusion of the vote unless the motion specifies a later effective time.\n\nThe dismissed member immediately loses the authority and access associated specifically with their Council position.\n\nDismissal from the Council does not, by itself, constitute removal from Renasca, a participating clan, another Renasca position, or the wider community unless separately authorized under applicable policy.\n\n## Reintroduction\n\nA failed dismissal motion may not be repeatedly reintroduced on substantially the same allegations without new information or a material change in circumstances.\n\nThis does not prevent a future dismissal proceeding concerning separate conduct or newly discovered information.",
