I propose the establishment of the Renasca Development Team as a body separate from the Renasca Council. The Council shall remain responsible for governance, policy, community standards, organizational priorities, and the general direction of Renasca. The Development Team shall be responsible for determining how Renasca’s systems are designed, developed, maintained, secured, and improved within the policies established by the Council. The Development Team shall have exclusive authority over development decisions, including: - Reviewing, prioritizing, and resolving open development tickets. - Approving technical designs and implementation plans. - Assigning development work to specific team members or approved contributors. - Determining development workflows, standards, and release requirements. - Reviewing proposed changes before they are placed into production. - Managing technical maintenance, security fixes, testing, and deployments. - Coordinating development across the website, backend services, Roblox systems, Discord integrations, and other Renasca software. - Rejecting or revising requested features that are technically unsafe, impractical, incompatible, or outside established policy. Development Team decisions shall be made exclusively by members of the Development Team. The Council may establish policy, identify organizational priorities, request features, and define the intended outcome of a project, but it shall not vote on technical implementation or directly assign development work. The Development Team may not create or override Council policy. When a development question would require a change in policy, exceed the Team’s established authority, or materially alter Renasca’s purpose, the matter shall be referred to the Council for a policy decision. Once the Council establishes the applicable policy, all resulting development decisions shall return to the Development Team. The Development Team shall maintain records of significant decisions, assigned work, ticket status, and completed changes so that the Council and the wider organization can remain informed without interfering in day-to-day development management. Membership, internal voting procedures, leadership positions, and the initial appointment of Development Team members shall be established separately.
