# RCC-2026-0008: Grounds for Council Dismissal

Outcome: **PASSED**

I propose that a member of the Renasca Council may only be dismissed on one or more of the following grounds:

## Abuse of Authority

Knowingly using or attempting to use Council authority beyond its established limits, or using a Council position for improper personal benefit or the benefit of another individual or organization.

## Corruption or Improper Influence

Accepting, requesting, or offering benefits, favors, or other consideration in exchange for a vote, decision, influence, or other use of Council authority.

## Undisclosed Conflict of Interest

Knowingly concealing a significant conflict of interest in a matter before the Council where disclosure or recusal is required.

## Breach of Confidentiality

Knowingly or recklessly disclosing confidential, restricted, or otherwise protected information obtained through Council membership without authorization or legitimate reason.

## Material Dishonesty

Knowingly falsifying Council records, evidence, votes, official communications, or other information significant to a Council decision or Renasca's operation.

Deliberate Harm to Renasca

Intentionally sabotaging, damaging, or substantially interfering with Renasca's systems, records, governance, services, or ability to operate.

## Serious Misconduct

Conduct of such severity that continued service on the Renasca Council would be incompatible with the standards, integrity, or safety of Renasca.

This may include conduct occurring within or outside of Renasca where the nature of that conduct is sufficiently serious to call continued Council membership into question.

A finding of serious misconduct should consider the full circumstances and should not be avoided solely because the conduct does not fit within another specifically named ground for dismissal.

## Loss of Eligibility

No longer meeting an eligibility requirement that is explicitly established as necessary to hold the Council seat in question.

## Protected Conduct

The following shall not, by themselves, constitute grounds for dismissal:

- Voting for or against any proposal.
- Abstaining from a vote.
- Disagreeing with another Council member, contributor, clan, or Renasca decision.
- Criticizing Renasca, the Council, or an established policy.
- Introducing or supporting an unpopular proposal.
- Expressing a minority position.
- Membership in or association with a particular clan or community.
- Declining to exercise authority that Council members are permitted, but not required, to exercise.
- Ordinary periods of inactivity where no separate activity requirement applies.

Nothing in this section protects conduct that independently satisfies one of the established grounds for dismissal.

## Scope

The existence of grounds for dismissal does not itself dismiss a Council member.

This proposal establishes only what may constitute grounds for dismissal. The process for alleging, considering, determining, and carrying out a dismissal shall be established separately.
